UIA was initially using a government finance management system to run the institution. However, this system only manages funds from one source – government and yet UIA has several other funders and partners. There was a need for a system that will manage funds from several funders and partners.
Their current system only managed operations from budgeting to Payment. Its emphasis was on the budgeting from the funding source- government , requisitions- internal commitments, order- external commitments to invoicing and finally execution of payment. There was no revenue management and so UIA needed a system that would manage their different streams of revenue. The system also works using the cash basis method of accounting as opposed to the public sector that require a hybrid of cash and accrual accounting methods. So UIA needed a system that would cater for the accrual method of accounting as well.
UIA needed a system that would have all their activities consolidated into a single financial management system so that they can extract consolidated financial report for the institution at large. A system that would manage stores, manage the fixed assets register and all other activities that were not catered for.
They also needed to have a Human Resource Management Information System to manage their employee bio data, leave administration as well as running their monthly payroll automatedly.
